Job Description: Administrator level position responsible for the strategic direction and administrative oversight of the Lehigh Valley Health Network (LVHN) Research program, Grants Program and the Institutional Review Board. Responsible for developing, implementing, and managing the numerous administrative business processes related to federal grants, clinical trials and other research projects within the Research Office, Grants Office, and the Institutional Review Board. Oversees all financial management for these areas. Oversees the entire research process, grant management process and the Institutional Review Board. Responsible for ensuring pre-award and post-award business processes operate properly. Oversees the research patient care billing process, expenditure review, invoicing, cash management, financial reporting, and effort reporting distributions, cost sharing, and other major post award business processes. Oversees the application, protocol submission, budgeting, coverage analysis, contract negotiation, award acceptance, and other essential pre-award business processes. Responsible for ensuring compliance with federal and state laws, regulations and governmental or sponsor requirements, and the Lehigh Valley Health Network Inc. Compliance Program. Reports to the Senior Vice President, Medical Services
Minimum Requirements: A bachelor's degree in Accounting or related relevant bachelor's degree with ten (10) years' experience in a healthcare environment or relevant master's degree with five (5) years' experience in a healthcare environment is required. A minimum of ten (10) years of experience in a healthcare environment. The ideal candidate will have over five (5) years of experience in managing funds and/or grants. Be familiar with clinical trial and study operations, federally funded grants, research financial administration, grant management, human subject's protection, and compliance. Must have demonstrated leadership ability and execution of office or program objectives. Must have knowledge of FDA Good Clinical Practices, OMB Circular A-110, A-122, and A-133, OHRP and AAHRPP guidance, 21 CFR Parts 11, 50, 54, 56, 312 and 812, 45 CFR Part 46, and other applicable regulations. Must be flexible and comfortable working in an uncertain and fast paced environment. Substantial knowledge of regulatory, contractual and Lehigh Valley Health Network requirements for compliant research patient care billing is required.
Preferred Qualifications: Additional advanced degree (MBA) is preferred. Experience in dealing with physician investigators is preferred. Experience managing a financially viable and sound research/grants program is preferred. Familiarity with clinical research and grant accounting technology also preferred. Substantial knowledge of fund or grant accounting, financial control, patient care billing and revenue cycle operations, payroll operations, accounts payable operations, grant management, budgeting and negotiating contracts is preferred. Strong communication and interpersonal skills is preferred. Computer, word processing, presentation and spreadsheet skills are preferred.
